مشکل تمرکز پزشکان در مرکز شهر یزد: تحلیل کیفی بازیگران کلیدی

چکیده

زمینه: شهر و مسائل مدیریت شهری بخصوص موضوع تمرکز پزشکان در یک منطقه شهری بدلیل وجود بازیگران مختلف با دیدگاه‌های مختلف ذاتا پویا و پیچیده است.
هدف: پژوهش حاضر موضوع تمرکز مدیران در بلوار طالقانی شهر یزد با شناسایی و تحلیل تعامل بازیگران کلیدی تاثیرگذار بر مسئله که دارای راهبردهای و اهداف مختلفی بررسی کرده است.
روش: روش پژوهش توصیفی – تحلیلی (کیفی) و روش گردآوری داده‌ها بر پایه روش اسنادی و میدانی است. به‌عبارت دیگر، ابتدا از طریق مطالعۀ کتابخانه‌ای (روش اسنادی) به شناسایی اولیه بازیگران و استراتژی‌ها و اهداف آن‌ها پرداخته شده است. سپس از طریق مصاحبه گروهی با خبرگان (روش میدانی)، به تکمیل بازیگران و اهداف آن‌ها پرداخته و با استفاده از روش و نرم‌افزار مکتور به تحلیل این بازیگران و اهداف آن‌ها در رابطه با مسئله تمرکز پزشکان در یک منطقه شهری پرداخته شده است.
یافته‌ها: نتایج تحقیق نشان داد که از بین 9 بازیگر شناسایی شده، هرچند بازیگر غالبی در این مسئله وجود ندارد ولی راهنمایی و رانندگی، پلیس، بیماران و پزشکان دارای تاثیرگذاری و تاثیرپذیری زیاد هستند. همچنین از بین 7 هدف و راهبرد شناسایی شده، کاهش ترافیک و دسترسی به پارکینگ از حساسیت زیادی بین بازیگران برخوردار است.
نتیجه‌گیری: براساس این یافته‌ها می‌توان نتیجه گرفت که در کوتاه مدت، نوبت‌دهی انلاین با مشارکت شرکت‌های دانش‌بنیان و پزشکان سبب کاهش رفت و آمد می‌شود و با ایجاد پارکینگ توسط شهرداری در بلوار طالقانی یزد ترافیک کمتر خواهد شد. از طرفی مشخص شد روش کیفی و مطالعه موردی در مطالعات مدیریت شهری کاربرد دارد.

Problems of Concentration of Doctors in Yazd City Center: A Qualitative Analysis of Key Players

چکیده [English]

Background: The city and urban management issues, especially the issue of doctors' concentration in an urban area, are inherently dynamic and complex due to the existence of different actors with different perspectives.
Aim: The current research has examined the issue of concentration of managers in Taleghani Boulevard of Yazd city by identifying and analyzing the interaction of key actors influencing the problem, which has different strategies and goals.
Method: The research method of this research is based on the descriptive-analytical method and the data collection method based on documentary and field methods. In other words, the initial identification of actors and their strategies and goals has been done through library study (documentary method). Then, through group interviews with experts (field method), the completion of actors and their goals was discussed, and by using Mector method and software, these actors and their goals were analyzed in relation to the issue of concentration of doctors in an urban area.
Results: The results of the research showed that among the 9 actors identified, although there is no dominant actor in this issue, traffic, police, patients and doctors are highly influential. Also, among the 7 identified goals and strategies, traffic reduction and access to parking have great sensitivity among actors.
Conclusions: Based on these findings, it can be concluded that in the short term, online scheduling with the participation of knowledge-based companies and doctors will reduce traffic, and with the establishment of a parking lot by the municipality on Taleghani Boulevard in Yazd, traffic will decrease. On the other hand, it was found that the qualitative method and case study are used in urban management studies.
